Course Overview
There is a need for Regulatory organisations to undertake a fully effective initial oversight process in order to justify the issuing of a formal certificate / license to allow the full operational activities of an aerodrome to be undertaken. This process requires careful planning and interaction with the Aerodrome operator to ensure that the necessary operational processes and related procedures are in place and being effectively implemented. Once certification or a License is issued, the Regulatory organisation should then implement an ongoing oversight process to ensure continued compliance, based on the terms of reference of the original certificate/license, and recognising the inherent level of risk attached to specific operational characteristics and the noted safety performance of the Aerodrome.
Aerodrome operators need to fully understand the certification/licensing process, the importance of the Aerodrome Manual as a means of conveying important information to the regulator and the organisation’s own staff, and the process that regulators use to undertake both initial and ongoing oversight. Additionally, they need to know how to design and develop their management systems to meet the regulatory requirements and to ensure continued compliance.
This course is designed to meet the needs of both regulators and aerodrome operators in respect of the Aerodrome Certification/licensing process, and whilst based on the EU Aerodrome Regulations, it is equally applicable to the general process of Aerodrome Licensing as prescribed by ICAO.
The course relates to a typical Aerodrome situation where a certificate/licence is required, and takes participants through the full process, undertaking participative activities in relation to each key stage. In particular, the need for certification/licensing and ongoing oversight processes to involve multidisciplined teams of regulatory oversight staff to ensure fully effective oversight of aerodrome activities is also addressed.
Regulators and Aerodrome management also need to ensure the adequacy and effectiveness of responses to oversight audit findings in order to correct process deficiencies and mitigate potential safety weaknesses in respect of aerodrome operations. Therefore, this course includes the all-important process of responding to oversight results to bring about aerodrome management system improvements in order to reduce the potential for safety deficiencies in Aerodrome operations.

Regulatory staff involved with, or required to perform, safety regulatory oversight of Aerodromes, or those within the regulatory organisation who are involved with the decision-making process relating to the issuance of a certificate / licence or continued operation of an Aerodrome, mandating restrictions on operations etc.
Aerodrome operational management and staff who need to understand the Certification / Licencing process, who need to develop the necessary processes in response to the regulations, who need to develop and produce aerodrome manuals and who need to ensure continued compliance.
Learning Objectives
The course aims to provide participants with a good understanding of the Aerodrome Certification (Licencing) process as conveyed in the EU Aerodrome Regulations, together with the process of ongoing oversight of aerodrome operations that need to be implemented by regulatory authorities and fully understood, and provisioned for, by Aerodrome operators and their key staff. In particular, participants should, upon completion of this course have:
- An understanding of the difference between Aerodrome initial and on-going regulatory oversight audits and their application in relation to the assurance of conformity of Aerodromes with regulatory requirements and the formal issue of a Certificate to an Aerodrome.
- Sufficient knowledge to begin the process of developing an Aerodrome Certification and on-going oversight process as required by the EU Implementing Rules, together with the use of audit techniques to verify effective implementation of an Aerodrome’s Management System.
- An understanding of the audit corrective action process, root cause analysis and how to plan and undertake a follow up audit to verify effective implementation of audit corrective actions.
- An understanding how to plan and manage an audit oversight programme, and the confidence and ability to plan, conduct and report an audit of an Aerodrome for compliance with all relevant regulations, utilising oversight and audit risk-based principles.
- An understanding of how to address changes to Aerodrome infrastructure and operations through the regulatory oversight process and the issuing of Safety Directives.
The training has an interactive nature, exercises, case studies and group discussions.

Prerequisites
A background in an airport environment, with practical experience of aerodrome operations, and / or general familiarity with Regulatory Oversight principles in aviation environments.
