We have been assisting organisations with the development and implementation of their management systems, along with supportive training, since 1991, developing long-term relationships with many. Our policy is to assist and guide the development of an organisation-specific management system rather than simply present a standardised ‘one size fits all’ solution. Management systems expertise relates to safety, quality, environmental, health & safety and the integration thereof.

Our training courses are designed to assist organisations in the development of management systems that will positively contribute to the achievement of both regulatory and business operational & safety objectives.

We are able to support organisations large and small in the development of management systems as required by EU aviation regulations. Additionally, we can assist organisations in the development of management systems meeting the requirements of the International Standards ISO 9001, ISO 14001, ISO 45001 or any combination thereof. Certification Auditing services in relation to these can be provided by our partner organisations.

In addition to training course attendance clients also have access to a range of advisory and support services provided through NBA direct or through our growing network of partner organisations – a ‘one-stop shop’ for management systems and auditing expertise.

Nigel Bauer - Technical Director

Nigel has extensive experience in the development and delivery of customised training and the provision of consultancy services on an international basis throughout Europe, Australasia, China & the Asia Pacific region, India, Middle East, Caribbean and British Overseas Territories.

He has worked directly in a training and consultancy capacity for over 30 years with a broad range of Aviation organisations, including those involved in Aerodrome operations, ATC, Flight & Ground Operations, Airworthiness and Aircraft maintenance, together with Aviation regulatory organisations undertaking oversight in relation to all aviation domains. He has assisted a number of regulatory organisations and aviation agencies with the development of their oversight process incorporating industry and international best practices, together with assistance to develop their management systems and audit processes.

His training activities also include those of a complex nature acting in support of EU and UN Capacity Building projects, operating as part of the overall capacity building project team.

As a training professional Nigel has over 40 years of experience in relation to training course design and delivery, utilising best practice and participative training approaches. He has provided training to a diverse range of organisations worldwide and in different industries and including international agencies.

Gary Beaton

Gary has broad experience in a variety of aviation disciplines, from airport operations, air traffic management and safety management to national policy setting and rulemaking.

He has regulatory authority experience coupled with holding senior positions in industry and hence has a good understanding of the complexities of regulatory compliance and the regulatory oversight process. 

His time spent working in a major Air Traffic Management agency and an airport environment together with being intimately involved with the EU Aerodrome Certification process has given Gary a unique insight into the problems and difficulties that can be experienced by airports both technical and human in relation to obtaining Certification and on-going compliance.

Complementing this practical background, Gary has provided training, support and consultancy services to operators and government administrations worldwide for many years. In addition to being a competent trainer Gary also has many years of experience in relation to training course design and development.

Andy Fleming

Andy is a highly experienced aviation professional with over 35 years in the industry, including almost 30 years with a major British Airline as an Engineer, Quality Engineer and Ops Quality Manager (Compliance Monitoring Manager).

For many years he has provided independent external compliance monitoring and safety management services to a number of Operators together with the delivery of management systems and auditor / compliance monitoring related training for clients, both industry and regulators / competent authorities.

As well as being a competent trainer Andy is also an IOSA auditor, contracting with IATA to perform airline audits worldwide, qualified in the maintenance (MNT) discipline. His auditing and training activities have taken him to many parts of the world and so he is well used to working in multicultural environments.

Russ Hegarty

Russ has a broad range of knowledge and experience of management systems gained through holding senior quality management positions in industry before joining the National Competent Authority.

His responsibilities in the National Competent Authority involved both Initial and Ongoing Assessment of a broad range of approved organisations involved in design, production and maintenance activities in the UK, USA, Far East, Europe and the Middle East. 

During this time he was also seconded to the European Aviation Safety Agency on Regulatory Rulemaking Groups and participation in the EASA Standardisation of oversight visits undertaken at EU competent authorities.

Following his time with National Competent Authority Russ established a training organisation providing specific and bespoke training and consultancy in Regulatory and support activities to Industry and Aviation regulatory organisations, this includes providing Regulatory and ISO9001/AS9100 accreditation and audit support as a qualified Lead Auditor.

Sigurður Petur Hjaltason

Sigurður has a valuable background as a lawyer, with extensive knowledge and experience in Compliance, Safety and Regulatory issues from working in the Icelandic aviation industry since 2011.

In addition, he has valuable managerial experience gained whilst previously working in the aluminum industry and from his time spent as a uniformed police officer.

Sigurður has been in the training sector for more than a decade working for various companies and institutions, including working more recently as part of the Nigel Bauer & Associates training team where he has worked with a diverse range of clients both industry and the regulators / competent authorities.

He maintains close connections with the Icelandic aviation industry, including the Icelandic Regulatory Authority and is also a contracted external auditor and management systems specialist for both Icelandic and Norwegian Operators.

Keith Perry

Following a period of eight years flying fast jets in the Royal Air Force Keith pursued a flying career working for several major UK airlines where he became a Senior Training Captain on large commercial aircraft. 

He joined the National Aviation Authority as a flight operations training inspector with major responsibility for training standards within the major UK airlines, a position in which he was highly respected by both his colleagues within the Authority as well as in throughout the aviation Industry.

On eventual leaving the National Authority Keith set up a successful aviation training company providing training in relation to the Inspection and Auditing of Airlines and government agencies in North America, the Middle East and the Far East.

Keith is a very valuable member of the training team, having not only a great deal of practical flying experience but also a solid background in the conduct of safety regulatory oversight of flight operations, training organisations, simulator facilities and flight crew training activities. 

His training assignments have taken him to many parts of the world where he has worked in diverse and multicultural environments.

Mark James Turner

Mark is a highly-skilled aerodrome safety & operations ‘sector competent’ trainer, assessor and consultant possessing over 25 years of global experience within the aerodrome safety and operations sector. 

Mark’s career began at Manchester Airport in 1999, becoming the first graduate placement in the history of the airport to be offered a permanent position and later becoming the youngest ever ‘Ops 3’ (Airfield Duty Manager) in the history of the airport.

For over 16 years, Mark has been practicing as a nominated external Airfield Operations Learning Programme Specialist and trainer/assessor (competency/proficiency checker) at a major UK Airport, together with the provision of consultancy and technical advisory services to the UK Aerodromes Special Interest Group (SIG), helping to establish the National Certificate in Airside Operations qualification (competency-based aerodrome operations qualification).

Since 2021 Mark has been listed on International Civil Aviation Organization’s (ICAO’s) Technical Cooperation Bureau’s (TCB’s) roster as an aerodrome operations subject matter expert (SME) able to provide technical and learning support to State competent authority’s and aerodrome operators, and in recent years, Mark has also been involved with the formal review of draft regulatory guidance documents relating to the Safeguarding of Aerodromes and Guidance to crane users on the crane notification process and obstacle lighting and marking.

Currently, Mark is contributing to several high-profile training, mentorship and assessment schemes aimed at UK aerodrome operations staff. As an airside operations assessor his work has also involved workplace assessment of aerodrome operations personnel at several UK and European (EASA) certificated aerodromes

Barry John Young

Holding a BSc in Environmental geology and an MSc in Environmental Impact Assessment, Management Systems & Auditing Barry has been involved in aviation related environmental issues since joining a major UK Airport Airside Operations team in 1990.

Barry developed the Environmental Audit process for a major UK Airport operator and conducted comprehensive audits of major airports in the UK and overseas including Heathrow, Gatwick, Stansted, Glasgow, Edinburgh, Aberdeen, Southampton, London City, London Luton, Belfast, Cardiff, Nice, Skavsta, Naples, Indianapolis, Harrisburg and Pittsburgh.

Appointed as a non-stipendiary visiting Lecturer at University of East Anglia in 1998 to provide the practical part of the University’s environmental auditing course from 1998 to 2012.

Barry has delivered training courses for Nigel Bauer and Associates since 1998, including those forming part of UN Capacity Building programmes and provided training in Management Systems for various airport operators in the UK and USA.

Barry is also engaged as a contract auditor with a number of Certification Bodies to conduct ISO 9001 and ISO 14001 certification audits for their clients.

We strongly believe that the best way of learning is by doing and not simply looking at a series of presentations. Our aim is to provide trainees with processes and various techniques, which will enable them to transfer the training into practical application in the shortest possible time and to develop not only their competence but also their confidence.
